Our Challenge
QRL sought to develop a state-wide infrastructure Strategy for Rugby League to guide future investment, secure greater government funding and support.
As part of the 20 year strategic vision for the Rugby League in Queensland, that Gemba helped develop, Queensland Rugby League (QRL) identified the importance and necessity for a more coordinated approach to Rugby League infrastructure.
To support this, QRL sought to develop a state-wide infrastructure Strategy for Rugby League to guide future investment, secure greater government funding and support. Gemba was engaged to review the current state of Rugby League infrastructure to understand priorities and gaps, and define a prioritised list of infrastructure projects for future funding pursuits and investments.
Our Solution
The infrastructure strategy identified key areas for the QRL to focus on over the next five years.
The infrastructure strategy identified key areas for the QRL to focus on over the next five years: sustainably maintain existing capacity, create additional capacity, inclusive facilities, credible talent pathways, and funding and investment support for community clubs. The infrastructure project list was made up of 9 ‘feature’ projects and 12 ‘priority’ projects. The strategy was endorsed by the QRL Board and released to the Queensland community, to support future funding bids and Rugby League infrastructure prioritisation across Queensland.
The strategy has been endorsed and implemented. Queensland Rugby League and Queensland Government have since launched a co-funded infrastructure fund to support implementation of the strategy, totalling $1.3m.
